Can you check your Apache web server's error log file?Is there any error message or warning?I think that the problem was that default.settings.php to settings.php. Instead you should have copied it and named it settings.php (ie have 2 files in /sites/default/). After that was fixed I had no problems anymore.Hope this will help you.Have a nice day.

Default Check that if you had renamed default.settings.php to settings.php.. - 11-07-2008, 03:05 AM

I too had the same problem and in the Apache error log a message had been seen ie error message :
"PHP Warning: fopen(./sites/default/default.settings.php) [function.fopen]: failed to open stream: No such file or directory in C:\\Program Files\\Apache Group\\Apache2\\htdocs\\drupal-6.4\\includes\\install.inc on line 187, referer: http://localhost:8080/drupal-6.4/install.php?profile=default&locale=en"

This problem is mainly seen if you had deleted the default options or renamed the default.settings.php to settings.php. Fix this problem and let me know if you have any problems further. Have nice time here.
