It relates to the elements on the web page itself.Off page relates to the links from other sites coming into the web page in question.Increasingly, you need both on-page and off-page optimization.What is your opinion about this?Which is more effective?

Both are important, Content is king then link is queen.

A well optimized site get a good rank in search engines while links support for that site boost in higher ranking in search engines.
